Quite honestly level 20 is where the game starts, at level 20 you now have access to max armor and weapons, and the monsters and challenges you face in pve get ramped up a fair bit as a result and there is a LOT of content to explore in the roleplaying side of things. 3 campaigns and an expansion to complete each with more side quests and areas than you can shake a stick at. And each campaign also has challenge and elite missions to complete as well.
Just because you're level 20 and have max armor and weapons dosen't mean you should stop there; indulge, be vain and get yourself some pretty elite armor and rare skinned weapons. If that's not your bag, then there's endless amounts of titles to be gotten, all of which end up taking a long time and are a nice mark of achievement for yourself. And just because you have a solid build that is effective dosen't mean you can't experiment. Get a feel for the full extent of your chosen class' abilities by capping a bunch of elites and trying something new for a while, some will work some won't but it can be a fun ride (and heck there's even a title for getting elite skills). But you don't have to even go that far, you can always make a different character and try out a different class for a while (I recommend you take one of each class to lvl 20 at least once just to get a feel for which you really prefer) All that is just the PvE stuff, PvP is there too and just as fun and varied. So in short there is a LOT to do after lvl 20 just take your pick and have fun (for your question about the upgrades each piece of armor has 2 upgrade slots, two-handed weapons have 2 upgrade slots, one-handed and offhand weapons have only 1. Additionally if you're in Nightfall or Eye of the North most weapons will have an additional upgrade slot for "inscriptions") |

Shadowmere covered the main stuff. Join a big guild and do stuff with them. Elite areas, vanquishes etc.

Playing the game at lvl 20 is a ludacris suggestion, you should just quit.
